A summary of discussion and actions from the October 15, 2018, Board of Education meeting.

Board members present: President Warren Reid, Vice-President Gregory Johnson, members George Torbert, Marcel Hayes, Adele Jones, A. Robert Masten and Markishia Wise.

Oaths of Office

President Warren Reid administered the oath of office to new board members Adele Jones, Markishia Wise and A. Robert Masten.


  • The Board thanked Sussex Technical School District custodial staff for National Custodial Workers’ Recognition Day, and High School Principal John Demby for National Principal’s Month.
  • The Board honored District Teacher of the Year Anthony Natoli, who will be attending the October 16 Delaware Teacher of the Year awards banquet, and presented him with a tribute and an award.
  • President Warren Reid thanked outgoing Board member George Torbert for his service. Mr. Torbert’s term will end November 3.


The Board discussed proposed revisions to multiple board policies, including a revised format for policies, which will return for approval at the November board meeting. If you would like to provide input, please email

Action Items

The Board took action on the following items:

  • Approved a lease/food services contractwith M&P Adventures for the Adult Education program.
  • Approved the September 30, 2018, financial reports.
  • Approved new board policy AC, Nondiscrimination, and administrative regulations to align the District’s nondiscrimination policy with state and federal law.
  • Approved revised board policy ADC, Smoke Free/Tobacco Free Policy, including aligning board policy with current practice and adding vaping and electronic smoking devices to align the policy with Delaware Code.
  • Approved revised board policy BDG, School Attorney, authorizing the Superintendent to retain legal advice and seek counsel as appropriate.
  • Approved revised board policy BEA, Public Board Meetings, consolidating several existing policies into one.
  • Approved revised board policy BIBA, Board Travel, including minor language changes.
  • Approved revised board policy DJB, Purchasing, reflecting discussion at the August 13 Board meeting to require that district purchases greater than $9,995.99 from discretionary funding sources go out for bid and be approved by the Board, and that facility/construction change orders greater than $10,000 also be approved by the Board.
  • Approved revised board policy GBDBG, Board-Staff Communications, consolidating several redundant policies into one.
  • Approved work by Swain Excavation to remove waste and demolished concrete.


Additional Information

  • An audio recording of the Board meeting will be available within seven days at the District website. Official minutes will be presented to the Board for approval at its next meeting.
  • The next board meeting is scheduled for November 19, with an executive session at 4 p.m. and a public meeting at 5 p.m.
  • The next board workshop will be 4 p.m. on October 17.
  • TheSelection Committee for the Citizens Budget Oversight Committeewill meet at 6 p.m. October 17.
